The Organization of Turkic States (OTS) held its 11th summit on November 6, 2024, in Bishkek, Kyrgyzstan, under the theme “Strengthening the Turkic World: Economic Integration, Sustainable Development, Digital Future, and Security for All.” Hosted by Kyrgyz President Sadyr Japarov, the summit brought together prominent leaders, including Azerbaijani President Ilham Aliyev, Kazakh President Kassym-Jomart Tokayev, Turkish President Recep Tayyip Erdoğan, Uzbek President Shavkat Mirziyoyev, Hungarian Prime Minister Viktor Orbán, President of the Turkish Republic of Northern Cyprus Ersin Tatar, and other high-ranking officials.

Ahead of the summit, the OTS Council of Foreign Ministers convened to finalize documents and review the organization’s agenda. During the summit, leaders reiterated their commitment to enhancing cooperation and solidarity across the Turkic world, emphasizing the importance of integration and resilience in facing global challenges.

Key decisions made at the summit included:

  • Adoption of the “Turkic Green Vision” document for a sustainable future.
  • Declaring Bishkek as the 2025 Digital Capital of the Turkic World.
  • Approval of the “Charter of the Turkic World.”
  • Adoption of the OTS Permanent Representatives’ Regulations.
  • Official acceptance of the OTS Flag.
  • Presentation of the “Supreme Order of Turkic World” to Hungarian Prime Minister Viktor Orbán for contributions to Turkic cooperation.
  • Presentation of the “Ali Shir Nevai International Award” to Nobel laureate Professor Aziz Sancar.

In addition, ministers and institution heads from member states signed agreements and memorandums, including:

  • Digital Economy Partnership Agreement among OTS Member States.
  • Memorandum of Understanding for establishing a Council of Central (National) Banks among OTS members.
  • Memorandum of Understanding on Space-Related Activities.
  • Memorandum of Understanding for developing the “Grand Turkic Language Model.”
  • Agreement on establishing a Civil Protection Mechanism.
  • Creation of the “Turkic Green Finance Council.”

The summit provided a platform for discussing critical regional and international issues. At President Sadyr Japarov’s recommendation, Hungarian Prime Minister Viktor Orbán received the “Supreme Order of Turkic World” for his contributions to enhancing cooperation within the Turkic community.

At the conclusion, the OTS chairmanship was officially transferred from Kazakhstan to Kyrgyzstan. Leaders signed the Bishkek Declaration, affirming shared objectives and paving the way for future cooperation. They also agreed to hold the next official summit in Azerbaijan in 2025 and an informal summit in Hungary the same year.

Following the summit, OTS Secretary-General Kubanychbek Omuraliev and Kyrgyz Foreign Minister Jeenbek Kulubaev held a press conference to detail the summit’s outcomes and decisions made by OTS leaders.
