Over the past 30 years, Kyrgyzstan has experienced three revolutions, all stemming from elections—either parliamentary or presidential. This statement was made today by President Sadyr Japarov during a discussion with journalists.
According to Japarov, these incidents prompted him to address the public twice—at the start of the election campaign and on his social media—to emphasize that the election system and governance have improved, and now the people must make their own decisions.
“In the past, the electoral system was not automated. We printed ballots at ‘Uchkun’ and delivered them by truck to the regions, distributing extras to polling stations. There were cases where one person’s vote was fraudulently used for another. Now, the electoral process is free from human interference. The ballot box handles everything—it accepts votes, counts them, and issues results. Nationwide results are now announced by evening, calculated within 20-30 minutes. After registration, a voter is issued just one ballot. They cannot vote elsewhere during the day. There are no more ‘carousel voting’ cases like before, where people were transported from one village to another to vote,” Japarov explained.
The president urged citizens to participate: “There is still time before evening; please come and vote, citizens aged 18 to 100, regardless of who you are. Participate in the elections, not for me, but for yourselves! The winning candidate or party will determine your future for the next five years. Many underestimate this. They will allocate the budget, decide where to direct funds, and approve budgets. If, as in the past, corrupt individuals and vote-buyers are elected, they will steal those funds. If clean elections are held, this will no longer happen. Previously, local councils could appoint and dismiss akims with a majority vote,” he stated.
