Russia is actively working with Türkiye on concrete Arctic projects, according to Alexey Likhachev, head of Russia’s state nuclear corporation Rosatom. Speaking at a news conference in Murmansk, he emphasized the importance of international partnerships in developing the Northern Sea Route (NSR).

“We are open to collaboration at the state level,” Likhachev said, noting that discussions on NSR development have been a recurring theme in high-level diplomatic meetings with Russian leadership.

He stated that these talks go beyond general invitations and are focused on actionable cooperation. As a result, agreements have been signed, and working groups with China, India, and Türkiye are already operating.

Likhachev confirmed that several joint projects with Türkiye are currently in progress. The collaboration includes infrastructure investment, development of Arctic-class shipping, and creation of transport and logistics hubs along the NSR.

Highlighting broader interest, Likhachev noted that discussions are also underway with Vietnam, the UAE, and several Middle Eastern countries. He pointed to 14 completed transit voyages through the NSR involving China, marking a record volume of 1.5 million tons of cargo.

“These are just the early steps,” he said. “The majority of our ambitious Arctic plans are still ahead.”
