President of the Kyrgyz Republic, Sadyr Japarov, has signed a law introducing amendments to the Law of the Kyrgyz Republic on the “Manas” Epic. This law was adopted by the Jogorku Kenesh on December 26, 2024.
The legislation aims to implement the Presidential Decree No. 126 of April 22, 2022, titled “On Additional Measures to Study and Promote the National Spiritual Heritage – the Manas Epic and its Trilogy (‘Manas,’ ‘Semetey,’ ‘Seytek’),” as well as improve the framework for intangible cultural heritage.
Key measures in the law include:
– Supporting the creativity of skilled epic performers known as manaschis;
– Creating conditions for scientific research and education on the epic;
– Establishing manaschi schools to preserve traditional art forms;
– Developing educational programs and materials;
– Protecting the texts of the epic from distortion or alteration;
– Preserving and studying ancient manuscripts and cultural artifacts related to the epic.
It is also established that the classic versions of the epic are those narrated by Sagymbay Orozbakov and Sayakbay Karalaev. The use of the names of epic characters for products or objects will require government approval.
