Armenian Prime Minister Nikol Pashinyan has called on Azerbaijan to finalize a peace treaty by simultaneously signing a joint declaration to formally dissolve the OSCE Minsk Group, a format long viewed as obsolete by Baku.

In his address to the Armenian parliament, Pashinyan proposed placing both the peace agreement and the declaration on the Minsk Group’s dismantling on the table together, stating: “There is no basis for war … There will be no war, peace.” He reiterated Yerevan’s readiness to sign the deal, but emphasized that a constitutional referendum required to drop references to territorial claims over Karabakh could not occur until 2027.

While Azerbaijan has not officially responded to the proposal, Baku has maintained that Armenia must amend its Constitution before a treaty is finalized.

Pashinyan also suggested forming a joint mechanism with Azerbaijan to investigate border incidents, amid reports of 26 cease-fire violations since the treaty text was agreed on March 13.
