The President of Kyrgyzstan, Sadyr Japarov, signed a decree on the establishment of a new state institution, “Kyzmat,” under the Presidential Administration. This multi-functional institution is designed to enhance the provision of public services to individuals and legal entities, implement state policies in population registration and documentation, and improve the conditions for delivering state services in this field.
According to the decree, “Kyzmat” will be based on the reorganization of the Department of Population Registration under the Ministry of Digital Development and the state enterprise “Infocom.” It will operate under the authority of the Presidential Administration and take over responsibilities previously managed by these entities.
The decree mandates that the Presidential Administration finalize the structure, staffing, and legal registration of “Kyzmat” within two months and ensure continuous public service delivery. The Cabinet of Ministers is instructed to align existing regulations with the new decree and implement necessary measures to support “Kyzmat’s” operations.
