Russian President Vladimir Putin welcomed CIS heads of state and government attending the meeting.

The meeting commenced with a limited format session of the CIS Heads of State Council. Following the limited session, the meeting continued in an expanded format. During his speech, President Putin emphasized the positive development of relations among CIS member states and the progress of various mutually beneficial projects.

Belarusian President Aleksandr Lukashenko also addressed the gathering, presenting a joint appeal to CIS countries and the international community in honor of the 80th anniversary of Victory in the 1941-1945 war.

Valentina Matvienko, Speaker of the Federation Council of Russia, then discussed interparliamentary relations within the CIS, upcoming projects, and planned activities.

The session concluded with the signing of documents, marking the end of the CIS Heads of State Council meeting.
