German President Frank-Walter Steinmeier was unable to provide a specific explanation as to why the West did not impose sanctions on Armenia for the occupation of Azerbaijani territories. Responding to a question from an Azerbaijani journalist during a press briefing in Baku, Steinmeier acknowledged the complexity of the situation but avoided delivering a concrete justification for the lack of Western measures.

He emphasized his familiarity with the conflict, citing his past involvement in South Caucasus issues in different governmental capacities. The President underlined that Germany has consistently pursued a balanced approach towards Azerbaijan and Armenia, seeking to maintain sensitivity and act in accordance with international law.

Steinmeier noted that Berlin has always respected internationally recognized borders and never supported territorial claims by one side over another. He stated that Germany continues to endorse the preparation of a peace agreement between Azerbaijan and Armenia, and reaffirmed that Berlin recognizes Karabakh as Azerbaijani territory.

He further added that such conflicts require long-term efforts and rebuilding trust, and that agreements, while vital, are only the first step in achieving lasting reconciliation.
