President Sadyr Japarov of Kyrgyzstan has signed the law ratifying the Protocol on Amendments to the Agreement Establishing the Eurasian Stabilization and Development Fund, signed on June 26, 2024, in Astana. This law, approved by the Jogorku Kenesh (Parliament) of Kyrgyzstan on October 16, 2024, marks a significant step in transforming the Eurasian Stabilization and Development Fund (ESDF) into an autonomous financial institution capable of independent operation as a donor and development body.
As a newly designated financial institution, the ESDF is expected to have a positive influence on the investment climate in Kyrgyzstan. The fund will play an essential role in the realization of state investment projects across multiple sectors critical to the country’s development, including energy, transportation, agriculture, healthcare, irrigation, and education. The ESDF’s involvement will provide essential financing and facilitate public investments, contributing to the overall socio-economic progress of Kyrgyzstan.
The ESDF’s new status as a development institution will also allow for expanded grant and technical assistance opportunities. This development aims to enhance the social sector in Kyrgyzstan, including public administration capabilities.
