The presidential decree highlights the importance of providing housing as a key social and economic development priority. The initiative is expected to improve living standards, prevent migration, retain skilled professionals, and lower social tensions in the regions.
The Kemin-City project will cover 353.3 hectares in the Kichi-Kemin rural area. The Kemin District Administration is designated as the official project coordinator. Government ministries and local authorities are instructed to support the project through:
- Providing essential data to Kemin District authorities.
- Facilitating the construction process within the legal framework of Kyrgyzstan.
The State Agency for Architecture, Construction, and Housing will:
- Conduct engineering-geological and topographic surveys.
- Develop and submit the master plan for approval.
- Collaborate with the Ministry of Water Resources and Agriculture to ensure water supply and sewage systems.
The Ministry of Energy and the Ministry of Finance, along with the National Electric Grid of Kyrgyzstan, will secure funding and infrastructure for electricity supply.
The Cabinet of Ministers is tasked with:
- Developing and approving the concept plan by June 1, 2025.
- Negotiating with investors and signing an investment agreement.
- Establishing the legal framework for project implementation.
This project aligns with Kyrgyzstan’s sustainability goals, aiming to create a modern, eco-friendly urban environment with efficient infrastructure and green technologies.
