Azerbaijan has taken a resolute position against unregistered foreign broadcasting organizations. In a move reported in February, Azerbaijani officials dispatched a note to Moscow urging the cessation of activities at the Russian House in Baku. The center, represented by Rossotrudnigstvo as the Russian Information and Culture Center, was criticized by the Azerbaijani Foreign Ministry for operating without proper legal registration and for “seriously violating” the country’s laws.

According to the Azerbaijani authorities, the center’s lack of formal registration has raised significant legal concerns. Rossotrudnigstvo officials, on the other hand, claimed that they had repeatedly sought assistance from Azerbaijan to complete the necessary registration process but received no response.

In response, the Russian Foreign Ministry stated that once the center is shut down, Moscow is prepared to take the necessary steps to complete its registration. They expressed hope that the issue will be resolved positively.
