An informal summit of the heads of state of the Organization of Turkic States (OTS) will take place in Budapest, the capital of Hungary, on May 20–21, 2025. The summit is being hosted at the invitation of Hungarian Prime Minister Viktor Orbán.

The Presidents of Azerbaijan, Kazakhstan, Kyrgyzstan, Türkiye, and Uzbekistan — all full members of the OTS — will attend the summit. Delegations from observer countries and the OTS Secretary General will also be present. This marks the first time in OTS history that such a summit will be held in the territory of an observer state, symbolizing the growing reach and inclusivity of the Turkic world.

Themed “Meeting Point of East and West,” the summit highlights Hungary’s unique geographic and cultural position and reflects the OTS’s commitment to strengthening ties between Eastern and Western regions. Heads of state will discuss priority areas of cooperation including trade, energy, transportation, digital transformation, and cultural connectivity. They will also exchange views on pressing regional and international issues.

The summit is expected to conclude with the adoption of the Budapest Declaration, which will reaffirm the shared vision and long-term strategy of the Organization. A number of key initiatives and decisions are also expected to be endorsed.

Ahead of the summit, the Council of Foreign Ministers of the OTS will convene in Budapest to finalize the agenda and prepare documents to be submitted for approval by the heads of state.
